Business Reforms

The Ministry remains committed towards its role of establishment of pro-business policies directed towards making Fiji business-friendly, therefore continues to work with various stakeholders (local and international).

The Reform Unit, under the leadership of Director Trade, is mandated to identify areas of reforms and coordinate with assorted stakeholders to ensure respective reforms are implemented. These are inclusive of:

i. legislative reforms,
ii. streamlining approval processes, time and cost;
iii. digitalisation of processes;
iv. ensuring access to information to the general public; etc.

In addition, the Reform Unit serves as the Secretariat to the:

a. Investment Facilitation Committee;

This is a Cabinet mandated Committee established to oversee the respective reforms in the area of Investment. The role of this Committee is further extended to overseeing investment facilitation and identifying gaps in the approval processes.

b. Building Permit Evaluation Committee;

Building Permits Evaluation Committee, established under the Regulation of Building Permits Act 2017 (Act) [1] allows for a fast track approach for applications for building permits for commercial and industrial project.

c. Doing Business Taskforce;

This Taskforce, is chaired by the Permanent Secretary for Commerce, Trade, Tourism and Transport and comprises the respective Permanent Secretary’s, CEO’s, and Directors of all approval agencies. The main aim of this Taskforce is to deliberate on the proposed reforms and ensure each agency implements the agreed changes.

Current Projects

The Fijian Ease of Doing Business Programme

BuinessNOW Fiji Portal : this is a one-stop platform for any investor, local or foreign, to extract all relevant information with respect to Starting a Business and Getting Construction Permit. This portal, provides the user a single platform of concise and relevant information to facilitate applications, with user- friendly navigation.

Digitalisation of Systems: Integrated Online Portal for Starting a Business and Obtaining Construction Permit.

This project is directed towards providing a digital solution for fast-tracking of both starting a business and construction permit processes. The Ministry in collaboration with the Ministry of Communications, and the Project Managers- Spirit of Endeavour, envision establishment of an online platform, which will allow for service innovation; digital transformation and economic competitiveness.

Investment Related Legislative and Regulatory Reforms

The Reform Unit is also working with the World Bank Group and International Financial Cooperation on the development and establishment of:

    1. Investment Policy Statement (link);

    4. Necessary Regulations.
