Brief Overview of Fiji’s National E-Commerce Strategy 2025-2029

Fiji officially launched its National E-Commerce Strategy 2025-2029 on 25 February 2025. The five-year Strategy sets a clear roadmap for expanding digital trade, empowering businesses and positioning Fiji as a regional e-commerce hub.

The five-year Strategy focuses on:

  • Strengthening policy and governance to support e-commerce growth.
  • Enhancing trust and security in digital transactions.
  • Expanding digital trade opportunities for Fijian businesses.
  • Fostering job creation and entrepreneurship in the digital economy.

The strategy was developed through extensive stakeholder consultations, with assistance from the Pacific Digital Economy Programme (PDEP) and support from the United Nations Conference on Trade and Development (UNCTAD) and the United Nations Capital Development Fund (UNCDF).

Our journey began in 2019, when the Ministry, with support from the Pacific Islands Forum Secretariat and the European Union’s TradeCom II Facility, commissioned a National E-Commerce Assessment. This assessment was concluded in December 2020, and identified both opportunities and challenges in Fiji’s e-commerce landscape and highlighted the need for a national strategy to drive digital trade growth.

The drafting process was highly consultative, beginning with national stakeholder consultations in September 2023, where we engaged government agencies, industry representatives, civil society organisations, and development partners to gather insights and recommendations.

This was followed by a national workshop in October 2023, which provided a platform for deeper discussions and collaboration on shaping the strategy.

To ensure the strategy was robust and aligned with national priorities, a national validation workshop was held in March 2024, where stakeholders reviewed the draft and provided final inputs.

Following this, a Development Partner Roundtable was convened to explore opportunities for collaboration and support in implementing the strategy’s recommendations.

Based on valuable stakeholder feedback, the Strategy was further refined to ensure it is comprehensive, practical, and aligned with national priorities. The Strategy was officially endorsed by Fiji’s Cabinet in May 2024.
